North Korea has previously timed missile launches to coincide with global meetings as a sign of defiance.
China is North Korea's only real ally of substance, although it has signed up to sanctions against Pyongyang following a fourth nuclear test this year, followed by a series of missile tests.
The missile test was also an unwanted distraction for the United States, which has been trying on the sidelines of the summit to finalise a deal with Russian Federation for a ceasefire in Syria.
The official says Obama and Putin met for 90 minutes on Monday at the Group of 20 economic summit in Hangzhou, China.

At her first G20 summit, British prime minister Theresa May held talks about a post-Brexit trade deal with her Australian counterpart Malcolm Turnbull, after a strong warning by Japan that its companies may move to the European Union after the United Kingdom leaves the bloc.
Under the theme of the summit, there are four priorities: "breaking a new path for growth", "more effective and efficient global economic and financial governance", "robust worldwide trade and investment", and "inclusive and interconnected development", Renwick said.
"We need to reignite the engine of growth via innovation", he said, adding that the G20 had adopted "guiding principles" for investment policy management.

Xi said China opposed the US deployment of the THAAD anti-missile system in South Korea to counter missile and nuclear threats from North Korea.
Administration officials had said that Obama would make the case for the TPP during his visit to Asia, including in a speech he has scheduled in Laos on Tuesday.
