The man was unable to get the child out of the grocery cart seat because the child was strapped in.
Stranger child abductions are rare, according to Beth Alberts of the Texas Center for the Missing, but she says abductors are getting more brazen than before.

As the man walked away, Monauer appears to go back to her shopping, turning her back on the departing man. The man reaches out twice to the 14-month-old baby girl-exchanging a "high five" hand slap and what looks like a quick tickle.
"At no point did he talk to me. He never asked me to pick up my baby", Monauer said. "I couldn't hear a thing".
She was frazzled and upset and thought about the incident for hours.

"I was conditioned to be nice to people", said the 33-year-old. She told Eyewitness News she heard him say to the child, "If your mom wasn't here, I would take you". The more I thought about it, the more creeped out I felt, ' Monauer told KHOU. He had been silent picking up the baby. I thought he was just an over-friendly guy and maybe he didn't understand what was appropriate and what wasn't.
Later that night, Monauer, an attorney, called the police and filed a report the next day.
She confronted the man after hearing rustling coming from the trolley and he then put the baby back down in the H-Mart in Houston, Texas. Did he approach any other kids?
HPD homicide, which investigates all attempted abductions, has requested a copy of security camera video from that afternoon.
Monauer later made a decision to report the incident to the Houston Police Department which is now investigating the encounter as a possible child abduction attempt.
