Voters will now mark their selections with a pen on paper ballots prior to inserting them in the scanner for tabulation.
Sullivan County Administrator of Elections Jason Booher said again Monday that his office is encouraging voters to cast early ballots or, if eligible, consider absentee-by-mail voting.

"So if you're visiting another county and you have to be away and you're voting, you can drop off your ballot at any location that's the most convenient, where ever you are in OR and where ever you have that ballot".
As of Monday afternoon, Sullivan County had reached 97,109 registered voters (89,133 are "active", meaning they've voted at least once since the 2008 presidential election), Booher said.
They cited "media requests regarding the election process, specifically the threat of voter fraud and/or election rigging", as they reason for calling the conference, which the Times-News monitored by teleconference call.
Voters are encouraged to use the sample ballot to get election ready.

The council was expected to vote later in the day on a resolution that would call for increased monitoring of crimes in Aleppo. On Thursday, government helicopters dropped leaflets over eastern Aleppo, saying that this is "the road to the nation".
Early voting will continue through Friday, Nov. 4. They are convenient and secure, and they enable voters to avoid the risk of a mishap that could prevent them from getting to the polls on Election Day. The county will also have early voting on October 29 from 9 a.m.to 4 p.m.
"In general and primary elections alone, more than 1 billion ballots were cast in that period", he wrote.
The ten early voting centers are located in Burtonsville, Chevy Chase, Damascus, Gaithersburg, Germantown, Potomac, Rockville, Silver Spring and Wheaton.
