Instead, on Tuesday, Trump signed the executive order named "Buy American and Hire American" in which he directed the USA secretary of state, attorney general, secretary of labor and secretary of homeland security "to suggest reforms to help ensure that H-1B visas are awarded to the most-skilled or highest-paid beneficiaries".
President Trump has used the visa program to hire foreign workers at this properties for many years.
Propose New Rules and Guidance to Supersede Prior Rules and Guidance.
The tech industry has argued that the H-1B programme is needed because it encourages students to stay in the U.S. after getting degrees in high-tech specialties, and that they can not always find enough American workers with the skills they need.
Charles Bradford of Bradford Research said focusing on "Buy American" for USA steel does not take into account that some steel products - including tin plate and semi-finished products - are not made in the United States.
The Trump administration has so far only called for a review of the H-1B program without proposing any concrete changes. Agencies have also been asked to suggest changes so that the H-1B visas are granted to the most-skilled or highest-paid applicants. "In addition, if the the lottery system is abolished for visa issuance, it will only add to their cost", the Business Standard quoted HfS Research India analyst Pareekh Jain, as saying.
After the trouble with H-1B visas, Indian IT professionals are being denied visas by Singapore and other countries as well, which have developed a sudden aversion to foreign workers.

However, Nasscom said that it will work towards lobbying for a level-playing field.
Administration officials said that only about 5 to 6 percent of H-1B workers receive salaries in the highest wage tier recognized by the Department of Labor, whereas 80 percent receive less than the median wage, and only 10 percent receive the median wage.
"We continue to invest in the local communities in which we operate, including hiring local American top talent, bringing education and training to our clients to shrink the skills gap in the U.S.", Infosys said in a statement.
"Indian firms support efforts to root out any abuse occurring in the H-1B system, as our IT industry is one of the most regulated sectors in the economy, and companies abide by applicable laws and regulations", claimed Nasscom.
President Trump on Tuesday signed an executive order that will make it harder for American tech companies to hire employees from foreign countries willing to work for less money than Americans. Several mid-caps fell between one per cent and five per cent. Such petitions, for example, could be accepted a month earlier, on March 1, at a designated drop box.
The executive order aims to shift the visa program from a lottery system to targeting jobs with a high need for skilled workers. Oddly, the EO does not expressly address services. The Secretary of Commerce will be tasked with streamlining the existing rules.
