In the midst of a birthday pool party at a San Diego apartment complex a man who was described as looking "relaxed" opened fire killing one woman and injuring seven others, according to KNSD-TV.

San Diego Police Chief Shelley Zimmerman said there is "zero information to indicate that race played a factor in this bad and horrific crime", during a press briefing on Monday morning.

The gunman, who has not been identified, appeared to be reloading his gun when three officers arrived at the scene.

The victim's names and conditions have not been released.

"There is zero information to indicate that race played a factor in this bad and horrific crime", she said.

Demetrius Griffin says he was attending his friend's birthday celebration on Sunday and noticed the man silently watching the gathering for more than a half-hour. Most the victims were black, though one was Hispanic, according to the Daily Mail.

Zimmerman said that a helicopter from Sand Diego police department arrived first at the scene.

"It is apparent that Selis wanted his ex-girlfriend to listen in as he carried out his rampage", Zimmerman noted.

During an 11 a.m. press conference regarding the mass shooting at La Jolla Crossroads apartment complex, SDPD chief Shelley Zimmerman updated the public regarding the ongoing investigation. Griffin assumed his friend, who was always welcoming, invited the man to join the fun.

"Our hearts go out to all the victims, their families and anyone who witnessed this tragic event", the chief said. One of the women later died. The victim with the broken arm was injured when he fell trying to flee from the pool area, reports CBS News.

Of the eight victims transported to area hospitals, four black females, one of whom is now deceased, two black males and one Latino received treatment for gunshot wounds.

According to court records, Selis was a auto mechanic who struggled with massive debt and a failing marriage when he filed for bankruptcy in late 2015.

Phillips says he had been at the birthday party for just 20 minutes when shots rang out.

Galiendes, a student at UC San Diego, said he has lived in the complex since September.

According to USA media, Selis filed for bankruptcy in 2015.

San Diego Mayor Kevin Faulconer also thanked the medical teams working "around the clock" to give the victims the best possible care, the security forces and San Diegans as a whole "for their outpouring support, coming together as one community".
