The fiance of Justine Damond, an Australian woman shot and killed by a Minneapolis police officer, has told more than 200 mourners "it felt like a privilege to love Justine".

The memorial will show the video of Justine helping ducklings stuck in a drain near her house in Minneapolis - retrieving them barefoot.

It is alleged that the officer, Mohamed Noor, shot Ms Damond after she called 911 to report a possible sexual assault near her home.

Instead of traveling to Hawaii Friday evening for the ceremony, John Ruszczyk remembered his daughter, Justine Ruszczyk Damond, during a memorial service at Lake Harriet, the Star Tribune reported.

Loved ones of the Australian woman who was shot dead by a Minneapolis police officer gathered on Friday, one week before what would have been her wedding day.

Don Damond spoke Friday night at the memorial at a stage at Lake Harriet in southwest Minneapolis.

He also said she was planning to get married next week. At times he struggled to hold back tears.

The investigation into her death has taken a new development after a judge approved a search warrant for police to examine the smartphones of two Minneapolis police officers in the shooting.

Noor's partner told investigators a noise startled him just before Damond approached their police SUV. Noor shot through the open driver-side window from the passenger seat and fatally struck the Australian bride-to-be.

Noor has declined to be interviewed by investigators and can not be compelled to do so.

Various public figures, including Minneapolis' former and current police chiefs, as well as Mayor Betsy Hodges, have called for Noor to make a statement to the agency tasked with investigating officer-involved shootings, through the Fifth Amendment prevents anyone from compelling such testimony.

Another attendee, Rosie McGowan, said Ms Damond, a qualified vet who was to marry this month, would have asked those at the memorial "why are you guys being so serious?". The memorial will end with a silent walk around Lake Harriet.
