The state moved to place an emergency moratorium on the facility Wednesday night, which would block it from readmitting patients until the action is lifted.

Employees of the facility told reporters their power had been knocked out during Hurricane Irma, and that they were using a generator to cook meals but not for air conditioning.

The other five died at or on the way to the hospital, police said.

Some residents there awoke sick, the Miami Herald reported.

Three of the victims were found dead at the center.
