"No I don't think so", he said when asked by Sky Sports whether there had been a power shift in north London over the last few seasons.
This will be the first meeting between the two clubs since Spurs finished ahead of the Gunners in the Premier League last season, the first time that they have done so in 21 years.
Spurs are already four points clear of their rivals after 11 games of the Premier League this term. Cech went on to say, "We are not competing against Tottenham Hotspur".
"Success is ultimately winning trophies".
Cech said: "As a team we feel that - although there is a lot of speculation, their contracts are different to everyone else's - you can see they are committed".
"Last year was a odd season, we had more points but we finished outside of the top four".
IFFI jury chief Sujoy Ghosh resigns
I&B Ministry released the final list on November 9 and had taken off these two names, which were recommended by the jury. Jadhav also plans to write to the ministry , too for Nude being removed from the list of films to be screened at IFFI .
Most of Mauricio Pochettino's star players will have had breaks from football during the global fixtures, with the likes of Harry Kane, Dele Alli, Jan Vertonghen and Hugo Lloris all picking up injuries that kept them out of contention for their countries.
There have been some mitigating circumstances, with the Chilean arriving back late from worldwide duty during the summer, and the German hampered by injury, but here we are heading for mid-November and between them they have just two goals and four assists. Our target is to win the title'. His work at Southampton showed he is a very capable manager.
Tottenham, meanwhile, have been in good form of late and are now third in the Premier League table heading into the crunch clash against the Gunners.
With their contracts running out in 2018 it has been suggested that Arsenal should allow both Alexis Sanchez and Mesut Ozil to leave for the good of the team.
"There was always something missing but I would say the difference was when Pochettino came", he added. After finishing behind Arsenal for 22 straight years many believe that the tide has turned in North London supremacy.
