A handful of other liberal members have also introduced their own articles of impeachment against Mr Trump, despite opposition from Democratic leaders.
In his letter, Green explicitly said that he favored impeaching Trump even in the absence that Trump has committed a crime, writing, "Impeachment is a political remedy, not a judicial remedy, thus it may be a high misdemeanor, which may or may not be a crime".
High-minded talk aside, the move is essentially symbolic. "It divides and damages the social fabric of our country in ways that obstruction of justice can not". Green's resolution claims that Trump has been harmful to the United States, citing various comments the president has made, such as referring to white nationalist protesters as "very fine people" and describing Rep. Frederica Wilson as "whacky" on multiple occasions.
In May, he delivered a speech on the House floor suggesting Trump be impeached for firing FBI Director James Comey, which Green said amounted to obstruction of justice.
Pushing impeachment before the investigators complete their work, they say, could undermine the prospect of bipartisan action on impeachment should the inquiries uncover compelling evidence against the president.

Only three presidents have been impeached by the House, though none were removed from office. The resolution has no real chance of advancing in the House.
The impeachment vote will likely only be procedural.
Depending on your perspective, the specter or hope of impeachment has hung over this administration since before Donald Trump took office in January of this year.
Green last week said that he would bring a vote this week but had not given a specific date. It is not about Republicans, it is about the fate of our Republic. "May everyone vote their conscience knowing that history will judge us all".
