"What I'm doing is, I'm doing him a favor", one of the agents says on the video.
Yuma Sector Border Patrol agents apprehended a gang member belonging to the Mara Salvatrucha-13 gang, along with 60 other subjects, after they illegally crossed into the United States on Monday at approximately 12:05 p.m.
Officials say Brandon Herrera was arrested Sunday morning outside an apartment complex in Oceanside, north of San Diego.
"You don't even know if he's Mexican or not", the Mexican officer says, insisting that the U.S. agents must follow protocol.
The incident happened March 27, 2017, along the US-Mexico border in Calexico, California - a spot that agents are known for using to covertly deport migrants, a source close to the Mexican government told NBC News. And you don't even know if he's Mexican or not. The man walks into traffic at one point as the two US border agents walk back on the pedestrian bridge into America.
The agent replies, "He looks like it". A third border agent appears to corral him before the video ends.
According to NBC News, the USA agents left the man in a park on the U.S. side of the border. The man was taken to the hospital after a woman called police over his "erratic" behavior.
A US Customs and Border Protection spokesman said the footage captured is an "isolated incident". "CBP takes all allegations of mistreatment seriously, and does not tolerate actions that are not consistent with our core values of Vigilance, Service to Country and Integrity".
However, NBC reported that a recent survey by the American Immigration Council of 600 immigrants who were sent back to Mexico showed that more than half did not receive their repatriation documents and just as many were not asked if they feared returning home, the preliminary question for determining asylum claims. They're the first homicides Laredo police have investigated this year.
