The two ministers - Lal Singh and Chander Prakash Ganga - had caused an outrage by their presence at a rally in support of the accused arrested in connection with the rape and murder of an eight-year-old girl in Kathua.
According to the reports, the state government has terminated the services of a sub-inspector, a head constable and two Special Police Officers (SPOs) accused in the crime.
The chief minister requested the chief justice for the establishment of the special fast-track court for the case, official sources said.
He denied that the People's Democratic Party, which is the BJP's alliance partner in the Jammu and Kashmir government, had threatened to withdraw support if the ministers did not resign.

The rape and murder of the nomadic Muslim Bakerwal community girl has created a controversy after lawyers in Jammu called for a shutdown on Wednesday, demanding the case be handed over to the Central Bureau of Investigation (CBI).
He was responding to tweets by a journalist from a TV channel in which she had said that during her meetings with Prime Minister Narendra Modi and Home Minister Rajnath Singh, Mehbooba had expressed displeasure over the BJP ministers' actions with regard to the case.
The BJP today chose to forward the resignation letters of the ministers - Choudhary Lal Singh and Chander Prakash Ganga - to the Chief Minister.
Meanwhile, PDP MLC Naeem Akhtar said that he wanted justice for the eight-year-old girl "at the earliest".
