Russian Federation hints support for a United Nations probe into Syria chemical strike

The first draft penned by the United States which would have established a new investigative mechanism for one year, as well as identify those responsible for the use of chemical weapons, was rejected owing to a negative vote or veto from Russian Federation.

February 2012: Russian Federation and China again vetoed a draft resolution that condemns a Syrian government crackdown on the opposition, while the Security Council's other members voted in favour.

The draft resolution prepared by Russian Federation expresses concern that the strikes against Syria were delivered at a time when experts of the Organization for the Prohibition of Chemical Weapons "started their work for gathering evidence of the alleged chemical attack in the town of Douma".

"Yet again, there are reports of what appears to be a chemical weapons attack in Syria", said Nikki Haley, U.S. ambassador to the UN.

Haley dismissed the Russian draft as "all about protecting the Assad regime" because of provisions that would have required the Security Council to endorse its findings - in other words, giving Russia a veto over any attempt to apportion blame.

Retired Lt. Gen. Yevgeny Buzhinsky is the former chief of the Russian Defense Ministry's global department.

"Russia severely condemns the attack on Syria where Russian military are helping the lawful government in the fight with terrorism", the Kremlin says.

A similar assessment was delivered earlier on Wednesday by the Syrian Observatory for Human Rights, a Britain-based war monitor, which said that pro-Syrian government forces were emptying main airports and military air bases.

"Syria is keen on cooperating with the OPCW to uncover the truth behind the allegations that some Western sides have been advertising to justify their aggressive intentions", Syria's state news agency SANA said.

On the diplomatic front, the United Nations Security Council failed to approve three draft resolutions on chemical weapons attacks in Syria.

Dozens of Syrians in Douma, the last rebel-held enclave in eastern Ghouta, died by suffocation in a suspected chemical attack.

"We are prepared to sustain this pressure, if the Syrian regime is foolish enough to test our will", she said. Syria's use of deadly chemical weapons and its illegal pursuit of nuclear weapons, in breach of its disarmament obligations, run counter to the objectives and fundamental principles of the Conference on Disarmament itself.

In a separate incident, a Russian warplane this weekend flew over a French warship at low altitude in the eastern Mediterranean, a deliberate breach of worldwide regulations, a French naval source said on Tuesday.

Meanwhile, Syria's arm has said it will continue to fight against militant groups in the country.
