Twenty-five states saw percentage rate increases of more than 30 percent over the 17 years. California had an increase of 14.8 percent - the fifth-smallest, after Delaware, Maryland, Florida and North Carolina. In the East, Vermont, New Hampshire and SC saw dramatic spikes as well.
