BuzzFeed News reports that this photo was taken at a meeting about trade and tariffs. BuzzFeed's source called Trump "a whirlpool" and "out of control". A White House adviser later admitted that Trump's desire to appear strong was partly the reason for this move.
Trouble for Trump began before he arrived in Canada.

Before he left the summit early to travel to Singapore to meet with North Korean leader Kim Jong Un, Trump suggested Russian Federation should be allowed back in the trade group. Trump reportedly missed Trudeau's opening remarks. Instead of fighting big battles with Trump, his counterparts were angling for a baseline of agreement that might be as low as an acknowledgment of the important role of the G-7.
US National Security Advisor John Bolton, who stands next to Trump in the picture, tweeted it during the summit to tout the America First message. "It's kind of insulting", said Trudeau, noting that many "Canadians fought side-by-side with American soldiers".
Merkel's comment was one of two nods to Trump during her hourlong ARD interview after her return from the G-7. He has directed USA officials "not to endorse" the G-7 joint statement, and personally insulted Trudeau in a series of Twitterposts.
Trump, who attended the day one of the summit pitched the idea of discarding all tariffs and trade barriers between the U.S. and its G-7 allies.
The leaders discussed trade in their afternoon group meeting, touching on the World Trade Organization, the North American Free Trade Agreement, and the steel and aluminum tariffs that Trump recently imposed on Canada and the European Union, the Canadian official said.
